RWM433 - Groundwater Capability Framework

An international consensus has developed for the disposal of higher-activity radioactive wastes in domestic Geological Disposal Facilities (GDF). Radioactive Waste Management Limited (RWM) is the Government organisation responsible for the delivery of a GDF for the UK’s inventory of higher activity wastes, which are currently stored at secure surface facilities. The selection of a suitable site is based upon a voluntary process, where there is both a willing community and a suitable geological setting. At the time of writing, RWM has started talking with interested parties, and two communities have formed Working Groups. Over the next five years RWM aims to establish up to five Community Partnerships, with geophysics subsequently conducted at candidate sites. RWM is currently preparing its ‘GDF Programme’. This planning tool identifies the key milestones and deliverables through the lifecycle of the GDF programme, including closure of the facility and surrender of permits. This Contract Technical Specification (CTS) relates to the establishment of a groundwater capability framework (hereafter ‘the framework’), which once in place will be used for call-off contracts to support RWM’s programme over the next four to five years. RWM’s programme uses the term ‘Tranche 2’ to refer to the phase of the programme prior to down-selection to an assumed two sites for intrusive characterisation. Tranche 2 coincides non-intrusive investigations. Tranche 3 relates to the period in which intrusive site investigations and an array of parallel activities will be undertaken to achieve GDF construction readiness with community consent.
