Description:

A regulatory necessity for LLW Repository Ltd (LLWR) is to maintain the capacity and capability to support the implementation and ongoing development of the Environmental Safety Case (ESC).  The objective of LLWR’s ESC is to demonstrate to the Environment Agency (EA) and other stakeholders that it is safe to continue to dispose of low level waste at the LLWR’s repository site.

LLWR’s Environmental Permit requires submission of an updated ESC to the EA by May 2021, and work has already commenced to plan the next ESC.  To enable delivery, LLWR requires experienced technical experts with the specialist knowledge to support the development of the ESC. The scope covers the following:
- Lot 1: General support to the LLWR ESC Team, as embedded resource, to manage and deliver technical activities (Single Supplier);
- Lot 2: General technical support in areas such as impact assessment, near-field expertise and optimisation (Multi-Supplier);
- Lot 3: Hydrogeological and geological support to maintain models and undertake calculations (Single Supplier);
- Lot 4: Peer Review to provide independent oversight of the work programme (Single Supplier).

The ESC contractual arrangement will provide specialist support to help develop the LLWR’s ESC, including assessment of proposed changes to the site development plan.  The current baseline estimate for the level of support required is £7.5m across all 4 Lots. 

Any future changes in LLWR’s strategy may require increased support from the ESC contract. The potential for change is uncertain at this point; however LLWR estimates that any requirements for increased support could result in an overall framework value of up to £27.5m. 

Increased support may include work to help develop an enhanced disposal vault allowing a wider range of waste to be disposed at the LLWR. This would potentially include design optimisation studies and the production of a fully revised ESC, covering the existing and proposed disposal facilities. The optimisation studies and safety case may also require an improved understanding of the inventory of wastes to be considered for disposal. Further, any enhanced disposal concepts may require new near field phenomenology to be addressed and further characterisation of the geology and hydrogeology of the LLWR.

The provision for increased expenditure is an estimate and any decision to increase the support required from the ESC contract will be entirely at the discretion of LLWR.
