Short description
Dounreay Site Restoration Limited (DSRL) is seeking to award Framework Agreements to a maximum of six Consultants per Lot to provide Safety Case Services (Lot 1) and Peer Review Services (Lot 2) for a duration of up to four years (2+1+1) for the period November 2017 through to October 2021. Although, the Framework Agreement has a duration of four years, the initial award will be for a period of two years (November 2017 to October 2019). Thereafter, two further one year extensions can be awarded at the sole discretion of Dounreay. Any extension to the initial two year period will be based upon the continued requirement for the Framework Agreement and the performance of the individual Consultants.

o Pre-Operations Safety Reports
o Dounreay Modification Reports
o Package Movements
o Decommissioning Safety Justifications
Provision of specialist Safety Case Services, including:
o Human Factors
o Criticality
o Nuclear Fire Assessment
o Engineering Substantiation
o Radiation shielding assessments

The scope of services for Peer Review Services (Lot 2) comprises the following activities:
Perform demonstrably Independent Nuclear Safety Assessments (INSA) of Safety Cases and other nuclear safety submissions in accordance with PRC 0071;
Perform demonstrably independent Peer Reviews or Independent Technical Assessment of the following as required in support of due process for a submission:
o human factors
o criticality assessments
o nuclear fire assessments
o engineering substantiation
o radiation shielding assessments
Undertake the Peer Review of safety cases and other submissions to agreed cost, programme and deliverables;
Interact with the Employer and safety submission production personnel as part of an interactive Peer Review process;
If required by the Employer, attend and participate in project, DSSWP (Dounreay Site Safety Working Party), DNSEC (Dounreay Nuclear Safety and Environment Committee) and stakeholder (e.g. ONR) meetings to discuss the Peer Review input and Peer Review findings on the subject of the matter being peer reviewed.
