Description of the procurement

A Civilian Guardforce service contract on the Sellafield Ltd site for an initial period of 5 years and extendable to a maximum period of 7 years with a contractor specialised in the security of persons and of premises working under regulated governance.
The contractor will be required to deliver a compliant output based service through their team of motivated, well monitored, professional security guards and management personnel, for activities including but not limited to the:
• Control of access and egress to the site.
• Control of access and egress though vehicle and personnel boundaries within the site.
• Control of access and searching (pat-down) into a number of high security facilities/buildings within the site.
• The provision of support functions, on demand resource co-ordinators and transition support.
• On-site security patrolling and other secondary security duties as and when required by Sellafield Limited
• Specified Training to a suitably qualified standard to meet compliance requirements.
• Regular submission of reports to Sellafield Ltd covering these operations and any incidents which occur.

Additional information

The total value of the contract set out in section V.2.4 above represents the spend for the maximum potential duration of the contract (as explained in section V.II.1.4) however it does not account for price escalation which is provided for in the terms and conditions of contract. Consequently in real terms the total value of the contract may increase in line with the contractual provisions.
Sellafield Ltd has identified that the figure which represented the estimated contract value stated in the OJEU Contract Notice (and as repeated in section V.2.4 above) omitted from its calculation of that estimate a building which formed part of the scope of service. The requirement that the building was included within the scope of the service was however made clear within the procurement pack documents that Sellafield Ltd made available from the commencement of the procurement. The estimate for the service provision in respect of this building for the maximum 7 year contract duration would have been £9,248,000 Sellafield Ltd considers that the scope of the service requirement and associated contract opportunity was holistically made clear to all economic operators.
