Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below

Explanation
A competition for this contract is not available due to the extreme urgency brought about by the coronavirus situation, unforeseeable to Sellafield Limited.
The coronavirus situation was so novel that the consequences could not have been predicted. The usual timescales for competitions under the Public Contracts Regulations 2015 could not be complied with, because immediate access to the facility was required to support Sellafield Limited’s commitment to the safety of its employees, including ensuring that the minimum safe manning criteria is maintained on site for essential high hazard and risk reduction activities.
Circular 1 Health Limited is party to other similar contracts and research work with government bodies, including King's College and Guy's & St Thomas' Hospital in London. Circular 1 Health Limited was identified as having the necessary attributes, including the capability and technology, to deploy a testing facility at Sellafield Limited without delay.
