Description:

Radioactive Waste Management (RWM) is a subsidiary of the Nuclear Decommissioning Authority (NDA) and has been established as the delivery body responsible for a safe, sustainable and publicly acceptable programme for the geological disposal of the UK’s higher activity radioactive waste.  In December 2018 the UK Government published a policy which laid out the commitment to a community consent-based process to find a suitable location for a Geological Disposal Facility (GDF) for higher activity radioactive waste. In January 2019 the Welsh Government published an equivalent policy. Communities will be at the heart of the siting process for a GDF and a facility can only be built where both a suitable site and a willing community can be found. Consequently, the process to site a GDF will be the first community consent based siting process for a major infrastructure project. The process of finding a site will take between 15 to 20 years. Construction can only start following a positive Test of Public Support and after the relevant permissions from the regulators and planning authorities have been obtained. This process is consent-based and communities will be able to work in partnership with RWM from the beginning, so that people will have the opportunity to create a future that works for them. The siting process is depicted in the figure below. Through RWM, the Government will make available Community Investment Funding of up to £1 million annually for each community that forms a Community Partnership. This procurement is to source a community investment funding administrator for the RWM scheme. 
This procurement is will be by Competitive Dialogue in accordance with regulation (30) of the Public Contract Regulations.
This notice is an invitation to request to participate in dialogue.
