Description:
Independent assurance is to be split into two sections, fibre counting utilising phase contrast microscopy and bulk analysis utilising stereo microscopy examination and polarizing light microscopy; HSE will provide these services for the following: 1. Air monitoring assurance Air monitoring assurance will be based initially on analysis of 10% of air samples undertaken per analyst per month, however additional samples can be included as per the site Lead Asbestos Competent Person (LACP) or Magnox Central Improvement Programme (MCIP) request. If a low level of samples has been analysed by one analyst, the relevant site LACP will have discretion to select the number of required assurance checks to be undertaken. 2. Bulk samples assurance Bulk sample assurance will be based on the analysis of 5% of total samples being selected per analyst per month with a minimum of two samples per month, however additional samples can be included as per the site Lead Asbestos Competent Person LACP or Magnox Central Improvement Programme (MCIP) request. . If a low level of samples has been analysed by one analyst, the relevant site LACP will have discretion to select the number of required assurance checks to be undertaken.

In accordance with regulation 32 (2) (b) (ii) the HSE are the only entity technically capable of performing these services. The HSE do not have ties to other analytical organisations other than the screening of analytical firms through RICE & AIMS schemes as required by HSE guidance. The HSE operate a dedicated workforce employed primarily to undertake analysis and determination of fibres in air and identification of asbestos in bulk samples, offering HSE inspector expert witness testimony and supporting definitive analysis. It should be noted that HSE is a public body with no affiliation to compromise its integrity, as well as the author of the guidance.
