LLWR is leading the implementation of the UK Strategy for the Management of Solid Low Level Radioactive Waste from the nuclear industry, as approved by Government in August 2010, through the National Waste Programme for Lower Activity Wastes. The core objective of the programme is to implement the Waste Management Hierarchy to prolong the life of the LLW Repository. The NDA’s strategy highlights that LLWR has a fundamental role in implementation of NDA and Government policy, as the lead organisation for delivery of the National LLW Programme. Importantly, LLWR are highlighted as “Integrators” for the strategy, through its Waste Services organisation and management of LLW Repository. The three strategic themes of the strategy are: • Application of the waste hierarchy; • Best use of existing LLW management assets; • Need for new fit-for-purpose waste management routes. At the heart of LLWR’s mission is the provision of treatment and disposal services that provide alternative options to waste producers to preserve the capacity at the LLW Repository. LLWRs Waste Management Service (WMS) team provide expertise to understand waste producers needs and coordinate activities with the supply chain to allow waste producers to drive waste up the hierarchy and ensure a supply chain exists that can support waste diversion. Waste treatment and disposal service contracts were first introduced on 1st April 2010 to provide a contractual route for LLWR’s Customers to access a suite of Waste and Logistic Services. These services continue and are entering their second or third generation of framework agreements. To maintain service provision and to capitalise on opportunities to enhance LLWR’s service offerings to Customers, LLWR intends to procure a new framework agreement for the provision VLLW Disposal Services. The Authority wishes to establish a contract utilising a Framework agreement for the provision of these Requirements. The Authority is managing this procurement process in accordance with the Open Procedure of the PCR. Following evaluation of the compliant Tenders and approval of the outcome, the Authority intends to appoint an appropriate number of successful Providers to enter into the Framework as detailed in the Contract Notice.
